Dr. Stephanie Davis' research and outreach focuses on building capacity in local governments. Her capacity building works focuses on financial capacity, administrative capacity and leadership capacity in local governments; particularly in small communities with a population of 20,000 or less. Dr. Davis was selected as a 2021 Local Government Research Fellow with the International County/City Management Association and published "Strategic Planning for Small Communities: A Manager's Manual" and has provided facilitation outreach for governing bodies to develop a strategic plan for their communities. Her work has evolved in the realm of understanding financial capacity in small communities and helping communities answer the question "how do we know we have enough money to serve our citizens?" Dr. Davis, partnership with the Virginia Municipal League, held the first-ever Small Towns Conference in 2024 in Abingdon, VA. This conference brought experts from across the state to discuss local government issues specific to small towns.
