Topic: Financial Resiliency in Challenging Times

Challenging, complex and uncertain environments are now the norm.  In these rapidly changing environments, successful organizations have developed solid financial foundations, clearly-defined strategic goals, robust planning scenarios, early warning systems, engaged staff and adaptable decision-making practices.  This interactive and independent study workshop will provide essential tools for building financial resiliency to equip your organizations to withstand acute shocks and chronic stresses, while maintaining and improving essential services, and recovering quickly and effectively. These techniques will empower your organizations to thrive on change, augment outcomes and successfully achieve their strategic goals.  A case study from Hampton, Virginia, will be presented that will highlight long-term approaches to financial resiliency that fortified their community to withstand two major economic downturns in 10 years and also advance its strategic missions.

Topic: Budgeting During an Economic Crisis

As we prepare for the FY21-22 budget, many finance directors are thinking about the best way to proactively address the economic crisis and prepare for another challenging budget year.  This session will provide participants with useful tools as they prepare for the FY21-22 budget in the midst of an economic crisis.  The format includes 3 hours utilizing Zoom for an on-line, connected session and 3 hours of asynchronous resources and content provided through a shared Google Drive with the participants.  Specific topics include “near-term” budget considerations, revenue revisions and forecasting, expenditure considerations and prioritization, and ensuring compliance with financial policies.  The sessions will also provide suggestions for presenting budget information to elected officials and the public.

Topic: Human Resource Management for the Finance Director

Many finance directors are responsible for the human resources function for a local government, in particular those finance directors in small- to medium-sized governments.  This session will provide an overview of the human resource management function in local governments for the Finance Director.  The format includes 3 hours utilizing Zoom for an on-line, connected session and 3 hours of asynchronous resources and content provided through a shared Google Drive with the participants.  Specific topics include recruitment, retention, classification and compensation plans, personnel policies and legal considerations.  Joint service and benefit provisions also will be discussed.
